Picture-in-Picture that (optionally) survives navigation

It would be nice if there was a way to allow a PiP window to survive navigation. To give an example of a use case: Suppose I'm reading a feed with a video in it that's reasonably long (some song) in a web-based feed reader. If I am in the middle of listening by want to read another article, I'm faced with a challenge: Either I navigate, interrupting the video, or I wait; which feels silly. 

It would be nice to be able to 'disconnect' a PiP video from the hosting page such that nagivation doesn't break the video.
