The concept is to have the option to increase performance for a specific tab. You would right-click on the tab, and there would be an option to throttle the CPU on other tabs further and increase the CPU on tabs you select, whether it is in the background running or if it is a tab you are currently using. This would allow for a more user-focused environment; unlike other browsers, you can choose which tabs to increase power on.
