You must allow folks to permanently disable the incessant requests to update to the latest version of Firefox. How about a 3rd option besides Dismiss and Download..."No. Do not ask me again"

Don't understand how folks deal with multiple popups each day.

For crying out catfish, Mozilla, will you just fix this already! User's hate the constant nagging. Do you want us to resort to these hacks to disable updating entirely?! Only the security updates are important. You're loosing me Mozilla, it's happening. I always liked Firefox but you've been doing things to annoy me in recent times. Stop it! Stop it! Just remove this update nagging, will you! Sheeeeeeesh!

The option to Never check for updates was removed from about:preferences. You can use the DisableAppUpdate enterprise policy as a substitute.
