Only Show on New Tab vs toggling the Bookmarks Toolbar shortcut

There are three options in the "Bookmarks Toolbar >" Menu.

• [_] - Always Show
• [x] - Only Show on New Tab
• [_] - Never Show `Ctrl+Shift+B`

Currently, the Ctrl+Shift-B shortcut will toggle from "Only Show on New Tab" to "Always Show", and then to "Never Show" (never back to "Only Show...").

When toggling away from "Always Show", can we have it so that Ctrl+Shift-B goes back to the previous selection, not blindly to "never".

I.E.:

• Manually selecting "Always Show" or "Never Show"
  would result in Ctrl+Shift-B toggling between those two states.
• Manually selecting "Only Show on New Tab"
  would result in Ctrl+Shift-B toggling to "Always" and then back to "Only Show...".
