Near Real Time webhook and Advanced on-device Caching support for client browsers

I have a new idea that can transform web browser which can implement near real time client web browser webhooks and also with more advanced on-device caching functionality and that they can reduce stress on CDNs and web servers that this move makes more environment friendly browser with reducing carbon emissions.
