Move vertical sidebar to the left/right of the bookmarks bar instead of under

Hi,

When using vertical tabs, currently the tabs appear beneath the bookmarks bar. I propose moving the tab bar to the left (or right) of the bookmarks bar. 

Motivation:

I only show bookmarks on new tabs. When I open a new tab, the appearance of the bookmarks bar causes all of my tabs to vertically move. This is annoying, especially when using both mouse and keyboard shortcuts in tandem.

Note that it should be to the left, even when it is permanently expanded. But when the sidebar is set to expand on hover, the expansion should be over the bookmarks.
