Move close window button to the left of tabs

Currently, on macOS, when you reach the top of the screen with a browser opened in a full window, the top bar with three window buttons ("Close Window", "Collapse Window" and "Exit Full Screen") drops down and the browser's top bar (with tabs, URL, bookmarks, etc.) shifts. This can become very annoying very quickly.

Chrome has implemented an elegant solution by moving the tabs to the left to create space for these three window buttons. Now, nothing shifts when you reach the top of the screen (of main screen with the notch), and this extra space is so small that it isn't nearly as annoying as the shifting.
