Make the "pencil settings" on new tab page match up with the "firefox home" settings in about:preferences

From the new tab page pencil settings, i can manage widgets (except i cant quite yet, nor the vpn, because i turned off remote improvements in settings)

and toggle whether i want "personalized stories"  (i dont"

but i can't do that in about:preferences

from about:preferences I can toggle whether i want to see the search bar

if i want to see ads

and if i want to see "recent activity"

but i can't do that from the pencil page. I think they should match up.
