Make "List all tabs" button a drag target for tabs

Hello all, I've been slightly annoyed with this usability issue in Firefox for a while now. My use case is that I have tabs in the title bar disabled, and in some windows the tab sidebar is hidden. In this situation, the window does not have a drop target. In the screenshot I have attached, you can see that I am trying to drag a tab into a window, but there's nowhere to drop it. My idea to solve the problem is to make the "List all tabs" button droppable for tabs. It would be nice if dropping a tab onto the "List all tabs" button adds the tab to the end of tabs in the window.
