Make pinned tabs scrollable

The less than separator between the tabs I have pinned and the tabs I have not pinned should be able to be pulled to the left by holding the mouse.
Tab scrolling with the mouse wheel should occur separately in 2 parts:
1) While on pinned tabs
2) While on unpinned tabs.
Currently, tab scrolling with the mouse only works on tabs that are not anchored.
Please make this update.
