Localhost Resource Permission API (Desktop/Android)

Suggestion: Add Localhost resource to the Permission API

Reasoning: Some websites use port scanning to track users, similar to a "supercookie" (a feature or quirk that can be used to track users even when the history/cookies are cleared). The Brave browser has implemented this and Firefox could follow to improve user privacy.
