Escape key shouldn't exit full screen in Macos

Currently while browsing in full screen mode, if I press escape to interact with a website it exits full screen mode.  This can be quite frustrating as the window then needs to be placed back in the correct order, using the mouse.  Can this functionality be changed so that pressing escape doesn't exit full screen?

Agreed. It's not standard behavior for applications on MacOS to exit full-screen on ESC. So far I've tried several applications as well as Chrome and Edge, none of them behave similarly.
