Enable swipe-up gesture for the tab list on the New Tab page (Android)

Is there some sort of web standard that dictates disabling the swipe-up gesture on the New Tab page? I thought we finally got swipe-up support for the tab list on Android! But it fails exclusively on the New Tab page. This is exactly like Chrome on Android (even when Chrome is configured to use a bottom toolbar, it forces the bar to the top only on the New Tab page, making the swipe-up gesture impossible).

Please fix this bug. If this is an intentional specification, it is a terrible design choice that completely ruins the user experience. I strongly request that whoever designed this rethinks their approach.
