Drag toolbar bookmarks together to create a folder instead of manually creating a folder to drag them in to.

As the title suggests, I was actually kind of surprised to see this wasn't already a feature. It's obviously not something I have tried before today, but I intuitively just expected to be able to drag a bookmark over another bookmark, and hold it for a second to be prompted to create a folder to place both of them in to.

I've never submitted an idea before, so I hope I am doing this the right way.
