Hi,

when i access 

https://upload.wikimedia.org/wikipedia/commons/a/af/Alerte_Globale.svg

firefox suggests to translate that French to my local language, i accept but nothing happenes.

Probably cause this is not a html but an svg. So do either dont suggest /allow translation if its an svg file or implement translation there

(imho this translation suggestion stuff is very intrusiv and i switched from chrome to firefox to get rid of such stuff and now i get it here but in worse )

You are correct that we are not properly handling the case where the page is a standalone SVG that is not part of a document body. 

I have filed Bug 2003545 on your behalf, and I have a patch up for review to fix the issue.

We have several options to configure how frequently you see the Full-Page Translations panel popup, accessible in the settings menu of the panel by clicking the gear icon. 

I recommend that you take advantage of unchecking the "Always offer to translate" option if you would like to not see the panel show itself automatically.
