Cookie Preference Header

I'd like to see a http header standard(s) implemented that allows the client to declare to the server what cookie settings are permitted or some other type of header cookie acceptance negotiation that could be configured client side (by the user). Sec-GPC type header?  This would hopefully remove the need for the end user to be presented with a cookie banner and could be browser agnostic.
