combining bookmarks from different devices

I want a simple way to combine two sets of bookmarks without losing any. A straightforward idea, but I can't find any information about this for Mozilla. 

I have one device with bookmarks and a Mozilla account. I have a second device with bookmarks, but without a Mozilla account. I want a way to combine the two lists of bookmarks without fear of losing some of them. I don't know if this is a new idea, because I can't find anything that explains what might happen if I try.

I could try logging into Mozilla on the second device and syncing the bookmarks, but that might delete one set of bookmarks or the other. I could try exporting with sync and uploading to the other device, but that might delete one set or the other. It's really shocking that there is no information anywhere about how this would work. I've searched everywhere.
