Built-in QR Code Scanner Requires 'Always Allow' Camera Permission, Fails with 'Ask Every Time'

Firefox for Android QR code scanner requires the camera permission to be set to "Allow" in system settings; it fails if set to "Ask every time" or "Allow only while using the app". The expected behavior should be a request for temporary camera access.
