Bring back security.external_protocol_requires_permission pref

It is so annoying I have to approve every site now when I use a Bookmarklet to click on a link now. Please bring this pref back: security.external_protocol_requires_permission

It makes bookmarklets much harder to use now. It is vital for my use case.
