I don't think this will be the first time for a suggestion like this, so feel free to add it to the list.
Could you add an option so that when only "Bookmarks" is enabled in "Search" > "Firefox Suggest", the address bar only searches bookmarks. The "Visit <typed URL>" entry should either be hidden or only appear when no bookmark matches.
This would allow Firefox to be used as a bookmark launcher for users who intentionally disable history, search suggestions, and Firefox Suggest.
I've attached a screenshot of what happens currently.
