Bookmark at the side scroll location

So I am currently working through https://www.freecodecamp.org/news/react-tutorial-build-a-project/ and I'm in the middle-ish of the page. Would it be possible to allow a user to right click on the scroll button and bookmark at that location for a long page?

@jc-dev there's a similar idea here: "Living" bookmarks that always open the last page visited inside of a domain
