Allow setting priority/order of Address Bar Suggestions

I would love to be able to set a priority or order to suggestions from the address bar.
Such as the options listed under "Changing results on the fly" from the page https://support.mozilla.com/en-US/kb/address-bar-autocomplete-firefox#w_changing-results-on-the-fly

I really like the suggestions of tabs I already have open, but the majority of the time, they do not show up, and it would be awesome to be able have them as first in the order, so that I (and I assume many many others), can go to a tab already opened, rather than opening a new tab to the same website for the 10th time.
