Allow local storage of SHORTCUT ICONS (Firefox for PC Desktop)

When editing a Start Page shortcut, you offer CUSTOM IMAGE URL.  But this requires finding an image already on the web and can be a hassle.

Why not also offer Custom Images locally as well?  Firefox can store these icons one of it's folders.
