Allow local html files to be pinned as shortcuts on the homepage

Other Chrome-based browsers allow this. Firefox also did when last I used it. The fact that now it's no longer considered "a valid url", but only when trying to pin it as a shortcut to the homepage, when a local path to a html file is accepted without problem in the address bar or for a bookmark, is annoying and it arbitrarily impedes me to customize the browser to my usage habits.
