Allow editing and resending a request's payload directly from the Network panel

Right now you can copy a request as fetch/cURL, but there's no built-in way to tweak the request body/headers and resend it from within DevTools itself. Adding an inline "Edit and Resend" option (similar to what some other browsers offer) would speed up API debugging without needing to switch to Postman or another tool.
