Allow duplicate/multiple instances of refresh button in Customize Mod

Problem Statement:
Currently, core UI elements (like the Reload, Home, or History buttons) disappear from the Customize Palette once they are added to the toolbar. If a user wants a layout with two Refresh buttons framing the URL bar (one on the left, one on the right for example), they are forced to install third-party web extensions to fake a second button.

Proposed Solution:
Change the Customize Toolbar menu so that core buttons act as infinite templates. Dragging a Reload button onto the toolbar shouldn't deplete it from the palette. Users should be allowed to drag out any number of duplicate utility buttons to create highly custom, specialized screen layouts that suit their exact workflow.
