Allow creation of new container when opening link/tab

Currently you can reopen a tab or open a link in an existing container but you can't create a new container in that flow. You have to stop what you were doing, create a new container, then return and open the tab/link in your newly created container. This is similar to the temporary container mechanics discussed elsewhere. It would be nice to be able to choose a temporary container or to create a new, persisted container.
