Add settings for scrolling through tabs in the settings page

Hello, there's this feature very prominent in QT that's available in Firefox, that is switching tabs with the mouse wheel, but the feature is difficult to discover and to configure for the average user. As of today, you have to enter about:config and enable the toolkit.tabbox.switchByScrolling parameter. Could Firefox make this option available in the regular settings?

As a feature it works fine, though it moves in the opposite direction I would like. If you could make it so you can choose in which direction it moves, it would be great. It would also be nice if you could allow for a wrap-around option for it.

I find scrolling through tabs to be a very comfortable and quick way to navigate, and making the feature easier to access for users would be very convenient.
