Add color-blind-safe syntax highlighting themes to DevTools

DevTools has an excellent built-in accessibility panel (contrast checker, vision deficiency simulation) for inspecting web pages — but the DevTools UI itself doesn't offer color-blind-safe syntax theme options for its own JSON/console output. Adding 1-2 palettes designed for common color vision deficiencies (deuteranopia, protanopia) would make DevTools itself more accessible to color-blind developers, not just the pages they're inspecting.

Ideally this request would be supported by the introduction of custom DevTools-specific themes, alongside the existing light, dark, and high-contrast themes.  It might make sense to also provide a theme which is more colourblind-friendly (such as Okabe & Ito's or Paul Tol's) however this might not viable given the number of colours needed and the colour-space needs.

However, there's a significant amount of work required around theming tidy-up before this would be viable.  This work is currently in the backlog, but it's something that we're planning on investigating as part of a broader Nova theming project.  I'll ensure we also discuss the viability of custom theme support when that project is kicked off.
