Add browser.tabs.insertAfterCurrent to about:preferences

It would be nice to have browser.tabs.insertAfterCurrent in about:preferences; more specifically in the General -> Tabs section. Currently we only have "Open links from apps next to the active tab".

It's even more useful now that tab groups exist, as it enables us to easily open new tabs inside the current group.
