Add an option to disable "drag tab into new window"

I'm always annoyed when I accidentally drag a tab out far enough it becomes a new window. I'm just trying to reorder them! It mostly happens when using a touchpad. I'd rather "split into new window" was a right click context option, that would help me avoid accidentally triggering it
