Add a reverse mode for the built-in VPN

Please add a reverse mode for the built-in VPN. Right now, VPN can be used for all websites except the ones added to the list. It would be very useful to also have the opposite option: disable VPN for all websites by default, and enable it only for websites that are manually added. This would make the feature much more flexible for users who only need VPN on specific websites.
