Softscrolling Delay

How can I disable the delay before softscrolling starts when using the arrow keys?

Safari and DuckDuckGo don't have that key repeat delay.

Agreed, this is such an annoyane. I have been looking for an answer to solve this myself but have ended up with nothing. Anyone?
