Issues with primary password prompt

When first launching firefox, you are prompted with the 'single sign on' prompt - terrible design.

First off (on windows 10), If all my monitors are not on, I cannot "move" the firefox window by hovering over the icon and the task bar and right clicking the window pop up and selecting the move option, since the entire window is locked by the prompt.

Second, it should only ever prompt when there is a password to be entered- why would i ever want a session or window to be entirely unlocked or entirely locked, how can protect myself like that?!

Please change the behavior or allow a about:config setting to only prompt when a website has a password field, like it already does!  But NOT at startup when you just want to browse without unlocking passwords.
