Blocking Cookies Does Not Work!

Setting Firefox to block all cookies does not work. Blocking cookies specifically in the exceptions list does not always work.
There are others, but a particular culprit example is YouTube ("funny" how that is connected to Google). I have cookies set to block all cookies because I only want those I place on my exceptions list to be allowed. On top of having all cookies blocked unless I make an exception, I have http://youtube.com and https://youtube.com in my exceptions list and set to Block.
Yet every time I go to Manage Data, there is a YouTube cookie. I delete it, I come back later, there it is again.
This is a SERIOUS violation of privacy and actually quite maddening. I do not consent to Google, YouTube, or anything Google-related placing any cookies on my computer. Yet, my settings are blatantly ignored.
I have tried every avenue. Yes, I have tried the padlock icon, too. Nothing works.
Please fix this!

I really do hate Google a lot. If they are ignoring a user's settings, they should be sued into oblivion because what they are doing is a massive privacy violation. Users should have the right to control what data is stored on their devices, and it’s maddening when companies like Google disregard those preferences.
