Hi, there! The feature should be available by default, without Firefox Labs. Using the pencil icon in the lower right, once the Wallpapers are visible, the "+ to add your own wallpaper should be visible. Let us know if it's not there for you.

It should be available in all locations via Labs, I believe.Are you on Nightly or Beta, and have you updated to the latest and/or restarted the browser? Sometimes that is needed to get the latest Firefox Labs info. Let us know!
