Bookmarks Menu - prevent the first 2 commands from scrolling out of view

When scrolling through my long list of bookmarks, the "Manage Bookmarks" and "Bookmark Current Tab" disappears as I scroll.The feature I suggest is available in Microsoft Excel. They call it "Freeze Panes"Thanks
