Why not use tab groups for this? Just enable restoring session and once you open Firefox, all your tab groups will be ready waiting for you. All tabs will be unloaded (and thus not using up resources) until you open them.
The ability to undo the deletion (for some finite time) would be better than requiring confirmation, as users over time learn to reflexively confirm everything without reading nor thinking.
