iOS extensions pre-installed, activated on demand

I understand that the way iOS works doesn't let anything to be installed from outside the appstore. Then, is it possoble to have them pre-installed and just activate them if need be? At least the recommended ones would be a great start!

Some level of “pre installed” extensions, like the most popular ones, could be built in firefox for iOS.
