You can experience Mozilla Thunderbird 121 Nightly which has applied my patch. You should be able to drop a folder anywhere in the "All Folders" view of the folder pane. https://ftp.mozilla.org/pub/thunderbird/nightly/latest-comm-central-l10n/

A bit of good news. I have successfully implemented a drag-and-drop folder reordering feature in the core of Thunderbird 120 and submitted a patch for review today. I am not sure if it will be accepted or not. I think they should consider it carefull...
