Vertical tabs - when closing a tab always move tabs below up

I'm using vertical tabs in the sidebar. I have about 200 tabs opened, so they don't fit in the screen height.

When I'm near the top of the tab list and close a tab, the tabs below the closed tab move up and the tabs above don't move. This is the expected behavior for me.

When I'm scrolled all the way to the bottom of the list and close a tab, the tabs below don't move, and the closed tab is replaced with the tab above. This keeps tripping me up, because I often try to quickly close a bunch of related tabs by clicking in the same place several times and instead close unrelated tabs above.

I'd like the closed tab to always be replaced by the tab below it, at least while I'm actively closing tabs
