Vertical tab / sidebar expand on hover: adjustable wait time

After a few days of trying out the vertical tabs with "expand on hover" enabled, I noticed that the time it takes to expand the tabs feels unnaturally long. For one, it's nice that if my mouse accidentally hovers over the sidebar, it doesn't automatically open it, but adding the option in about:config to change the hover time needed to expand the sidebar would help in making the hover time feel slightly more natural!

Works great! However, I do agree with @Vermoot that it would nice to have something like sidebar.animation.contract-on-hoveroff.delay-duration-ms, too.
