Make closing tabs consistent in sidebar

When you close a tab on the sidebar, it is unpredictable whether the tabs above it move down to meet your cursor, or the tabs below move up. This makes it very annoying to close a bunch of tabs at once. I think this can be rectified by making the behavior consistent, probably by making it so the tabs below always move up, which mimics the behavior of the horizontal tab bar.
