Forwarding emails that have BCC'ed addresses in them.

I just sent forwarded by attachment copies of two emails to a government agency to verify that we complied with a directive during these storms, and much to my chagrin, discovered that TB revealed every one of our customer's BCC'ed email addresses in the emails.  Why do that?!  If the addresses were concealed in the first place, why reveal them and subject them to possible viral infection, or worse, to the government.

Can TB be adjusted to prevent BCC'ed addresses in a forwarded attached email from being revealed?
