Extend "Pull to Refresh" to create new tabe / close existing tab

Description

The "Pull to Refresh" functionality is very easy to use and it would amazing to see it expanded to make it easy to open and close tabs.

Steps to reproduce

When doing "Pull to Refresh", provide the option to open a new tab on the left side and close the tab on the right side; similarly to what is available in Chrome iOS, Edge iOS, Vivaldi iOS.
