Consolidate "New Tab" page behavior under "General - Tabs Settings"

Currently, Firefox splits tab configurations across two separate menus.

Tab behaviors are under "Settings - General, while the actual content or URL of a new tab is located under Settings - Home.

This separation is confusing and makes it hard to customize the browsing experience. I propose consolidating all tab-related options, including the default New Tab page URL and layout settings, under a single, unified "Tabs" section in the General settings menu.
