Allow use of TLS user certificates for site authentication&authorization

TLS user certificate authentication works as expected for both Firefox for Windows and Safari iOS, whereas Firefox iOS seems to neither:

• make use of user certificates from the iOS Configuration Profile, or
• manage certificates in its own store.

This makes Firefox unable to access any sites that require user certificate authentication.
