Allow local .html files as homepage (on new tabs)

You can use a local .html file as a homepage on every new window, but not on every new tab. Please add that feature.

Please!!!!! Somehow I had been able to use my local homepage as my new tab page, but the recent update seems to have patched whatever bug was making that happen and its sooooo annoying. Now I have to click home everytime I open a new tab, since my custom homepage has buttons linking to basically every site I ever use
