Add website exceptions for "Zoom on all web sites" option

In accessibility on mobile, theres an option to enable "Zoom an all web sites" even if the sites don't support zooming. It's a brilliant feature.

However, there's a couple sites where this zooming feature causes the site to be borderline unusable. A commonly used example would be DuckDuckGo's search in the "Image" results tab, where zooming in/out in a selected image glitches between DDG's own zooming feature and Firefox's zooming feature.

Being able to add exceptions for sites where Firefox's zooming accessibility setting is *not* applied would be very useful, like how other settings have site exceptions.
