Add toggle to make CTRL+TAB preview respond only to mouse clicks

On Windows systems, when using Alt+Tab to preview windows, hovering the mouse over a window only highlights it without actually changing the position of the focus ring. However, in Firefox, when the mouse hovers over a tab, the focus ring moves to that tab, which is inconsistent with the system's Alt+Tab behavior in Windows and feels somewhat unfamiliar to use.

I suggest adding a toggle option to disable the effect of mouse hover position on the focus ring, so that tabs only switch when clicked.
(Some users may prefer the current behavior, so providing a toggle switch for users to choose might be the optimal solution)
